there shouldn't be any limitation on the order in which you bring these
nodes down and up, and all entities should recover/detect[1] when things
get back online.
to avoid error statuses in engine, you should move relevant entity to
maint before switching it off.
so SD --> maint, storage VM --> down
host --> maint, host --> down
activation order would be reverse.
if something doesn't work, logs/more info is needed.
[1] auto recovery will depend on the version you have.
