[Users] Subtab missing problem in admin portal

I Reproduced the flow on upstream code (fedora 17, firefox)  and indeed it seems like a bug.

which version, which platform nad which repo used?

In my case with fedora 18, 3.2.1 and ovirt repo I'm unable to reproduce.
Sub tabs are always shown.
