There is one for fedora 20: https://bugzilla.redhat.com/show_bug.cgi?id=1037663
Looks like Fedora rebased sos to 3.0 also on Fedora 19, introducing the conflict.
Workaround on F19 is to downgrade to sos-2 and then add sos to exclude in /etc/yum.conf.

exclude=sos

I'll retarget bug 1037663 to 3.4.2.
