he said he was using chrome, and chrome doesn't ask it downloads
you then need to open the settings, and advanced... import to the trusted CA
store

You need to import the certificate as an Authority, not as a regular
certificate. Also check that it can sign other certificate, there should be
3 checkboxes if you import it in the right location.
