Hi Maurice.
Quota supports the resource level (storage, CPU, RAM) rather than VM count.
So please open an RFE with your needs so we'll be able to add it to the
requested tasks.

We can try to hack it using a scheduling filter, but I'd rather have a
proper support for such a request.
