[Users] Importation of a Ubuntu cloud image in oVirt

Hi Martin

I'm in the progress of building a public Glance repository to be used in oVirt deployments.
It will be available in 3.4 as a default provider.
Images in this repository can be imported into an oVirt deployment as a template.

Specifically for Ubuntu images there is currently an issue with cloud-init, as I'm not able to set the root password with it.
I know that using the root user is not common, so we might work on changing that.

Are Ubuntu cloud images redistributable? as otherwise I don't think we'll be able to add them to our public repo.
