Yes, you need working fencing (power management).
Vms will only start on the second node if they are marked as high
available and fencing of the broken node succeeded.

Quorum is ok, but what if e.g. the following happens:
Node 1 is not reachable due to a switch failure, but vm is still running
on it. If you would start the vm on the second node, it would run twice
and you can imagine what happens with the disk file...
