Log says: 
Unable to load config info from /usr/local/ssl/openssl.cnf 
Do you have openssl self-compiled and installed in /usr/local? Or some other non-standard 
openssl setup/configuration? By default, the openssl binary packaged in centos looks up this 
file at /etc/pki/tls/openssl.cnf . 

I now pushed a change [1] that will hopefully prevent this error in similar cases, but note 
that not everything can be fixed - e.g. if you put in /usr/local/bin/openssl a script (or binary) 
that does wrong things, setup might still fail. 

I noticed that you also have hostname 'otrs.######'. Or at least that's what python thinks. 
I recommend that you check that too and change to a standard LDH (Letters, Digits, Hyphen) 
hostname. I don't think that's related, though.
