It should be something like this:

  from ovirtsdk.xml import params

  action = params.Action(
    vm=params.VM(
      initialization=params.Initialization(
        cloud_init=params.CloudInit(
          host=params.Host(

          ...
        )
      )
    )
  )

  vm.start(action)
