No, this can't be the problem
as he stated that it worked
when useing cloud-init via GUI.

I can't see any obvious error in
your xml, but you should get an
error in engine.log if your xml
is not correct.
However I'm no expert for the xml
version of the cloud-init data, so
there might be a bug in your xml.

are you sure your connection via rest
works right? e.g. can you list vms
from a datacenter?
