I guess that if you cannot login via ssh/console cloud-init encounter some
problem and didn't set the password, this may be oVirts problem.

I assume that we are talking about cloud-init 0.7.2,
What version of oVirt are you using?
I will try to reproduce it with rhel/fedora.
