Ah found it, there was nothing extra from debug log so I checked all the
config files again.

It appears I was suffering from a sticky fingers vim bug ;-) In the
properties instead of "include = <ipa.properties>" I had "nclude =
<ipa.properties>" with the "i" missing.

Maybe we should have an error message but it's working now.
