By the way it's not a a cloud-init limit, there you can define more than user:
http://cloudinit.readthedocs.org/en/latest/topics/examples.html#including-users-and-groups

Michal, are you working with plain password or with salted hashed ones?
I had some experiment on hosted-engine with strange results on that.
