Hi

oVirt power management handling requires another host in the fenced host Cluster/DC except the fenced host that is served as a proxy for the operation 
It means that when a fencing operation is required, oVirt will search for a proxy host and the relevant scripts in the proxy host will invoke the fencing operation on the target.
Please make sure that you have another Host in the Cluster/DC which is in UP status or any other status that does not mark connectivity issues
