It's hard to say without a detailed log but yesterday we found an issue
with HA services systemd unit files on Centos 7.2.

Today we async released ovirt-hosted-engine-ha-1.3.3.5-1 that should fix it.
Can you please check if you are already with that?
If not please update it and manually restart ovirt-ha-broker and
ovirt-ha-agent services, I'm quite confident the it should be enough.
