Can you please? Including OSes of each machine? Which packages you
installed, from which repo?

You won't find it on fedora, this is a sysvinit script. On fedora you should
have /usr/lib/systemd/system/ovirt-engine.service .

For both systemd and sysv, this should work:
service ovirt-engine restart
