I suspect that this is related to the recent release of centos 7.1; some
of the repos has not been updated.

Please pull
http://mirror.centos.org/centos-7/7/updates/x86_64/Packages/fence-agents-compute-4.0.11-13.el7_1.x86_64.rpm
manually, and retry.
