At this step, after the host installation was successful, which means iirc that all puppet classes were applied correctly, the plug in on the foreman side handles the bootstrapping of the new host.
Attaching the production.log file on Foreman, and the engine.log from the ovirt engine is needed to understand what went wrong.
A workaround is to remove the host, and add it back. Iirc we haven't allowed reinstall for the installing-OS status.
