    Bug 1203422 - vdsm should restore networks much earlier, to let
    net-dependent services start

is high on our TODO list, set for 3.5.4.
Until solved, you may be better off setting net_persistence=ifcfg in
your vdsm.conf. This would make sure that ifcfg files are replaced only
upon an explict command from Engine.
