[ovirt-users] new internal SSO

everything under ovirt-engine will be protected by ovirt sso, so
apache needs to only handle
^/ovirt-engine/sso/(interactive-login-negotiate|oauth/token-http-auth
as described in
 https://bugzilla.redhat.com/show_bug.cgi?id=1342192
