my problem resolved after the command :
su - postgres -c "psql --command=\"ALTER DATABASE engine OWNER TO engine;\""
i haven't ideia what started the problem,
i restore backup following the link:
http://www.ovirt.org/User:Adrian15/oVirt_engine_migration
