Wait, you said you were on fedora 23, not fedora 24.
Fedora 24 is not supported by oVirt 4.0 (yet)
For Fedora 24 you need to use ovirt master nightly:
http://www.ovirt.org/develop/dev-process/install-nightly-snapshot/
