there is a bug for that: https://bugzilla.redhat.com/show_bug.cgi?id=1348907
When this will get in, your VMs will only be marked by a delta sign telling you that some of the changes
require the VM to be restarted to take effect. So you will be able to update the cluster level without the 
VMs being down, but in order to be able to use the new features of the new cluster for a particular VM, you will have to 
restart it.
