Actually, supported QCOW formats are derived from the ovirt storage
versions (V3, etc..) of a DC, and the upload flow just restricts the user
so the supplied image that is being uploaded will be supported in the DC
that owns the target storage domain.
So basically, the DC specifies the supported formats, not the upload
feature.

V4 is about to be introduced (targeted to 4.1), and it will support QCOW2
version 1.1.
You will be able to upgrade your DCs to this version easily when it will be
available.
