​​Actually, supported QCOW formats are derived from the ovirt storage
versions (V3, etc..) of a DC, and the upload flow just restricts the user
so the supplied image that is being uploaded will be supported in the DC
that owns the target storage domain.

​So basically, the DC specifies the supported formats​, not the upload
feature.

​V4 is about to be introduced (targeted to 4.1)​, and it will support QCOW2
version 1.1.
You will be able to upgrade your DCs to this version easily when it will be
available.
