Exist in upstream. You can install a development version if you like to
play with this on testing environment.

If you don't care about backward compatibility in 4.0, you can configure
the system to use format 1.1 by like this:

[irs]
# Recent qemu-img supports two incompatible qcow2 versions. We use
# 0.10 format by default so hosts with older qemu can consume images
# created by newer versions. See https://bugzilla.redhat.com/1139707
# (supported versions: 0.10, 1.1)
qcow2_compat = 1.1

Note that this will break image upload, because engine allows only 0.10
images. We don't have similar configuration in engine.

Yes, you can convert 1.1 image to 0.10 using:

    qemu-img amend -o compat=1.1 /path/to/image

In 4.1, when using storage domain version 4:
- new disk will use format 1.1
- you will be able to upload both 0.10 and 1.1 images
- you will be able to convert old images from 0.10 to 1.1
