We are working to build a new release tracker rpm for 4.1.

In the mean time the quick fix is to manually move from cbs server to
mirror repos editing
/etc/yum.repos.d/ovirt-4.1-dependencies.repo
changing it from:
[centos-ovirt41-candidate]
name=CentOS-7 - oVirt 4.1
baseurl=http://cbs.centos.org/repos/virt7-ovirt-41-candidate/$basearch/os/
gpgcheck=0

[centos-ovirt-common-candidate]
