OK, my engine runs on rhel 7.6 and the Hosts on Rhel 8.1, maybe you can try
installing el8 on your Host (centos 8 or Rhel 8.1), clean install.
I installed the Hosts as follows:
yum install -y
*yum install **-y **ovirt-host*
yum update
