Watchdog support in engine will add watchdog to the ovirt UI and REST
API. Watchdog cards will be mainly used in HA vm's.

Although I'm sure you're aware of it - I'm reminding you that you should
handle backward compatibility for this feature -
So you should have an entry at vdc_options for this + use the FeatureEnabled infra
Regarding the action types at db - I would suggest sticking to varchar.
