If you are using master devenv you should enable the master-snapshots repo and update all
components.
In your case you do not have the latest ovirt-host-deploy (you probably have 1.2 instead
of 1.3).
Unlike production, the devenv has no automatic dependency enforcement.

I updated otopi and still have the issue.
