We hit this one before. It was an issue with tooling, but I cannot
remember what exactly that was. Bad pywin32 version maybe?

than it fails to recognize that and the whole job fails on a time out:

As a result, OST for guest-agent also fails. I tried to rerun the job and
got the same problem.
The failing job is at [1] and I also opened JIRA issue [2] to track it.
