Yes, I have the repos described:
# ls -al /etc/yum.repos.d/
total 72
drwxr-xr-x. 2 root root 4096 Jul 7 16:17 .
drwxr-xr-x. 150 root root 12288 Jul 7 13:53 ..
-rw-r--r--. 1 root root 957 Jun 3 08:52 epel.repo
-rw-r--r--. 1 root root 1056 Jun 3 08:52 epel-testing.repo
-rw-r--r--. 1 root root 1661 Jul 7 15:01 ovirt-4.0-dependencies.repo
-rw-r--r--. 1 root root 289 Jul 7 15:01 ovirt-4.0.repo
-rw-r--r--. 1 root root 39859 Jul 8 18:53 redhat.repo
But it is python2-paramiko, not python-paramiko:
yum list installed |grep paramiko
python2-paramiko.noarch 1.16.1-1.el7 @epel

Indeed.
ovirt-release40 adds a file ovirt-4.0-dependencies.repo with this in
it, among other things:
[ovirt-4.0-epel]
name=Extra Packages for Enterprise Linux 7 - $basearch
#baseurl=http://download.fedoraproject.org/pub/epel/7/$basearch
mirrorlist=
https://mirrors.fedoraproject.org/metalink?repo=epel-7&arch=$basearch
failovermethod=priority
enabled=1
includepkgs=...,python-paramiko,...
gpgcheck=1
gpgkey=https://dl.fedoraproject.org/pub/epel/RPM-GPG-KEY-EPEL-7
So should have made python-paramiko available from "ovirt-4.0-epel".
Not sure if there is another question/issue.
