adding - utils.py split (https://gerrit.ovirt.org/51421) and plans for removing deathSignal usages by guarding processes in a context, to allow using standard Popen api. ^ this part of python3 effort without having python-cpopen for python3 - once utils.py is split we can move on with adding tests to run with python3 (https://gerrit.ovirt.org/48052 https://gerrit.ovirt.org/50760 some ready for review)
