I have encountered the issue in the past as well.
From what I remember, looks like your db scripts and the setup are not
in sync.
Can you please elaborate on how you performed the build with devenv, and if
you built on master or any other local branch you derived from master?

create database engine owner engine template template0 encoding 'UTF8'
lc_collate 'en_US.UTF-8' lc_ctype 'en_US.UTF-8';
$OVIRT_OUT/bin/engine-setup --jboss-home="${JBOSS_HOME}"
$OVIRT_OUT/bin/engine-setup --jboss-home="${JBOSS_HOME}"
gives me error:
Failed to execute stage 'Setup validation': Trying to upgrade from
unsupported versions: 3.5
