Network tests issues were fixed by installing missing package in the docker image.
Switching to Fedora 24 base image, python 3 tests are running now.
Status: python 2: 2721 tests pass python 3: 799 tests pass, 2 errors (flakey tests)
Issues: A test may fail randomly with EINTR, issue seen in local builds, for some reason we don't see this in jenkins. The root cause is not waiting for child process in tests, may fail another test.
