Where do you get this error? From otopi?
It's likely an indirect dependency. Perhaps from ovirt-hosted-engine-setup.

The issue may be related to having an older iptables version
pre-installed
in the image

Firewalld is a front-end for iptables.
The error is about iptables-services, which is the package providing
an iptables "service".
