Hi, as mentioned in 4.5.0.8 announcement and Doc Text of https://bugzilla.redhat.com/show_bug.cgi?id=2077794 postgresql-jdbc >= 42.2.14 is required for ovirt-engine to work properly. So please remove the exclude, update postgresql-jdbc to the latest and restart ovirt-engine service.
