We added it to allow testers to take bugs prior to the alpha. Target release should contain the build used to move it to testers, but in this case we are before the alpha and there is no build.
pre-alpha still doesn't make sense without a version. It can point to 4.1.6-pre-alpha like 4.2.0-pre-alpha (for engine, other packages may have different versioning)
