Because you need a real Gerrit merge event to trigget the whole post-merge pipeline. A build for a single distro is not enough because if it was we could have situations where builds for certain distros get released while other do not.
In any case I've emulated a merge event on the last mom patch, so unless OST is broken by some outside factor ATM or mom itslef is broken, it should make it to the 'tested' repo in an hour or so.
