I see the option to upload a machines disk file into the Data storage
domain under "disks" but I don't see an option to upload anything into the
export or ISO domains.
I am trying to upload a cloudforms OVA template image so I can use it as a
template.
Has the ability to upload ISO's and images into the export domain been
completed yet?

You should go to disk and use upload from top bar.
Make sure you trust the engine CA in you browser and restart it prior to
upload:
