Since ovirt-neutron integration, any host (compute node) that is added to ovirt-engine with an external network provider should include a repository that contains the "openstack-neutron" package.

Yes, it should be recommended only for users which intend to use ovirt-neutron integration.

Yes. Without the existence of a repository with neutron packages, the installation of host with configured with an external network provider will fail. The user is not obligated to install a host with an external network provider, but if he choose to, it must provide the required deployment.
