When using all-langs mvn profile, gwt.locale has 9 values. When using all-user-agents mvn profile, gwt.userAgent has 3 values.
9 x 3 = 27 total GWT permutations.
In master, we removed IE8 [1] and IE9 [2] from supported browsers.
