Just to give a few pointers for people wishing to go over the endless discussions
again:

The fedora minimal has no tar per default.
And we need to transfer set of files from manager to host, this is prior we
know what host it is and what we need to perform.
Transferring the file is using tar, so tar should exist on host prior of
deploy.
Only after files are extracted yum/rpms are used, so adding tar as dependency
will have no effect.
