We discussed it in the past in "ovirt-imageio for s390x - seems to need 4k support" here. And we have this bug: https://bugzilla.redhat.com/1624963

AFAIR the s390x jenkins slave is a machine shared by several projects, and we do not have root on it. Perhaps we need to adapt the automation/ scripts accordingly. Can they run manually as non-root? (Didn't try that myself (yet?)).
