I guess you're looking for this feature: http://www.ovirt.org/develop/release-management/features/storage/mixed-ty= pes-data-center/ however you need to do this via a shared DC type as mentioned in the above link. however you need to do this via a shared DC type as mentioned in the above link.
Some bugs tracking this feature are mentioned here:
This bug is not related to mixed types data center, that feature is about supporting both file based and block based storage types in same data center. The feature is completed for long time and we don't have any bugs about it.
However I'm not quite sure if this is fully implemented yet.
Mixing local and shared storage is not implemented and even not planned yet. Nir

It is possible only if your data center is using local storage. If you use shared storage, you must expose the disks using nfs/gluster/iscsi. Nir
