reportedly some Vdsm contributors (non-maintainers?) cannot set labels on their own pull requests on GitHub. Could anybody with the required permissions check the settings and if it is indeed the case then permit this and possibly similar actions?

Can you please provide a list of the people who couldn't set labels? Because according to GitHub all known developers have Triage permissions and with that level of permission they should be able to set labels.
