HE-VM not exposed to customer right after HE deployment is complete via WEBUI in Ovirt 3.6

Hi, 
HE-VM not exposed to customer right after HE deployment is complete via WEBUI in Ovirt 3.6. 
I see that behavior had been changed from 3.5GA. 
Is this OK, that HE-VM had been sealed and not exposed any longer?
