while the first disk is being added, the VM is locked so unless the
first disk is added very quickly, a second disk cannot be added and
user will get an error saying that the VM is not down. I think user
find this confusing and/or annoying. Is there anything that can be

Currently, the "Guide Me" dialog isn't being dynamically updated according
to the relevant business entity status; i.e. you would want the "add another
disk" button in the dialog to be disabled as long as the VM is in the "Image
Locked" status, but once the VM becomes "Down", you would want the
"add another disk" button to become enabled; currently, it is not the case and
the "add another disk" button is simply always enabled.

regarding the exact behavior improvement that we would like to introduce here.
