Change in ovirt-engine[master]: core: Ignore network exceptions during maintenance

Change subject: core: Ignore network exceptions during maintenance ...................................................................... core: Ignore network exceptions during maintenance When host in non-responsive state is moved to maintenance status, any network exception during this transition should be ignored, else the status will keep setting to 'Non-responsive', without letting the host be set into maintenance mode.
