restapi: fix NPE on ReloadConfigurationsCommand
org.ovirt.engine.api.model.API is not registered in
org.ovirt.engine.api.utils.LinkHelper#TYPES.
This situation produces produces NPE.
Added precondition test and return 'null', which is sufficient since
API resource does not have related Collection and it's not an entity.
