Change in ovirt-engine[ovirt-engine-3.6]: core: fix windows vm name length validator

Change subject: core: fix windows vm name length validator ...................................................................... core: fix windows vm name length validator no need to limit for 15 characters but to 64. 15 characters is limited for sysprep only which will present in next patch.
